Local Waterfront Revitalization Program (LWRP)

July 3, 2008 7:00 pm
Present: Members of CAC/LWRP: Meg Crawford, Lisa Camp, Bill Dowden, Gloria Fox, Tess Mckellen, Marcus Mello, and Sharon Sherrod
Guests: Raphael Notin, Joel Tyner
Absent/Excused: Ryan Dowden, Carol Smith and Dan Staley-Town Board liaison
New Business: Discussion on proposed town policy regarding committee member eligibility. Tess will draft a letter from the CAC to the Town Supervisor and Town Board with our comments on the proposal.
Planning Board Project Review:
Arbor Ridge/Baptist Home, Route 308 East: no comment
Bradford Rivenburgh, 15 Delano drive: This area is a small wetland at the confluence of two streams and a rocky area. The CAC feels it is not a viable building site even though there is an unoccupied house on the lot. This site can be problematic for Southlands, to the West, and other residents of Delano Drive by diverting rain water and storm water runoff into a large diameter and long man-made culvert. There are erosion concerns and how will the diverting of the water out of the natural wet land into a large and long culvert pipe affect the neighbors when that water exits the proposed drainage pipes.
Stone Chapel, Route 9 South:
16 parking spaces are required. The CAC feels that the infrastructure required providing that many parking spaces would visually affect the site and the site across the road. The LWRP report is attached. Policies 23, 23A and 24A would apply.
Zoning Board Project Review: No reviews at this meeting
Old Business:
Gloria reported on the Natural resources Inventory (NRI) report that the CAC is preparing to present to the Town Board. The report will include the Rhinebeck information from the Dutchess County Resource Inventory, the Hudsonia Biodiversity maps, the Cooperative extension maps and include the Hudsonia Biodiversity report as an addendum. She will get 8 copies printed; 5 for the town board, 1 each for the town clerk, town attorney and library.
Committee Reports:
Sharon reported on the TTSM Park. The report is being finalized to present to the Town Board to plan the implementation of the park development.
Lisa reported on school news and the riparian buffer at the mini park.
Meg reported on the proposed expansion in the new part of the cemetery. Steve Mensch and Meg met regarding the number and placement of 6 mausoleums, new design and tree plantings along the roads.
Meg reported on the status of the tree ordinance. It is currently with Warren Replansky, the Village Attorney.
Carol reported via email that the Waterfront Committee applied for a feasibility grant through DEC and is pursuing amending the grant obtained through State Senator Saland.
